Transport of Dangerous Goods

Current information for companies that transport dangerous goods or have them transported

In the following, you will find current information about the transport of dangerous goods - by road, rail, inland waterways and air.

Road transport

All ADR training certificates and verifications for dangerous goods officers expiring between 1 March 2020 and 1 November 2020, remain valid until 30 November 2020. If a refresher test has been successfully completed by then, the original expiry date determines the validity period of the new card/certificate. This results from a Multilateral Agreement (M324) initiated by Luxembourg and signed by Germany, among others.
Further details can be found on the website of the United Nations Economic Commission for Europe (UNECE).

The M325 allows the postponement until 30 August 2020 of tests on certain tanks whose validity expires between 1 March and 1 August 2020. In addition, approval certificates whose validity expires between 1 March and 1 August 2020 remain valid until 30 August 2020.
Further details can be found on the website of the United Nations Economic Commission for Europe (UNECE).

Rail transport

OTIF has published Multilateral Special Agreement RID 1/2020 concerning certificates for dangerous goods safety advisers in accordance with RID 1.8.3.7. According to this agreement, notwithstanding the provisions of RID 1.8.3.16.1, all training certificates for dangerous goods safety advisers that expire between 1 March 2020 and 1 November 2020 shall remain valid until 30 November 2020.
Further details can be found on the website of OTIF (Intergovernmental Organization for International Carriage by Rail)

In addition, OTIF has adopted multilateral special agreement RID 2/2020 concerning periodic or intermediate inspections or tests of certain tanks. This means that validity of all periodic inspections or intermediate inspections expiring between 1 March 2020 and August 2020 will remain valid until 30 August 2020.
Further details can be found on the website of OTIF (Intergovernmental Organization for International Carriage by Rail)

Inland waterway transport

M025 has been adopted for the inland waterway sector. This allows the extension of the validity of expert certificates expiring between 1 March and 1 December 2020 until 31 December 2020. Furthermore, the validity of the Gb-certificates for inland waterway transport, expiring between 1 March 2020 and 1 November 2020, is extended until 30 November 2020.
Further details can be found on the website of the United Nations Economic Commission for Europe (UNECE).

Air transport

The German Federal Aviation Authority agrees to postpone by four months dangerous goods training that extends the PK certificate. In doing so, the expiry date of the newly issued certificate must be adjusted to the previous course, extending the validity by two years. This means that there is no time gained by taking the exam at a later date. The LBA has published the details in a circular letter (GERMAN).
