Secure, Reliable Data Exchange in the Mobility Data Space
Jun 02, 2026Digital TrustEarly in the morning, a fleet manager opens their dashboard: vehicles report their locations in real time, the battery status of electric cars updates, and driving data highlights unusual braking maneuvers. This mobility data enables fleet professionals to operate their vehicles more safely, efficiently, and sustainably. But one question remains: How can this data exchange be conducted securely, confidently, and in compliance with the law – across manufacturers, service providers, and national borders?
The Mobility Data Space Contributes to Safe Mobility in Germany
This is exactly where the Mobility Data Space (MDS) comes in. Funded by the Federal Ministry for Transport Affairs, it creates a shared platform for data exchange in the mobility sector in Germany, where companies can share mobility data without losing sovereignty over their data. The Mobility Data Space is part of a European data infrastructure for mobility and is closely linked to initiatives such as the Mobilithek and Gaia‑X.
DEKRA brings its expertise in safety, testing, and certification to this ecosystem. The organization supports secure data exchange, ensures compliance during data exchange, and helps turn mobility data into trustworthy, scalable applications.
DEKRA as a Neutral Partner in the Mobility Data Space
The Mobility Data Space brings together a wide range of stakeholders: vehicle manufacturers, mobility service providers, cities, startups, insurance companies, and technology providers. Everyone wants to use and share mobility data – but no one wants to lose control over their own data.
In this environment, DEKRA deliberately positions itself as a neutral, independent player. The organization does not operate its own commercial data platform and is therefore impartial. Instead, DEKRA supports the Mobility Data Space as a trusted partner that understands the perspectives of all stakeholders. This means that DEKRA is not only involved in the Mobility Data Space itself but also looks to the European context: The goal is a European Mobility Data Space in which various data spaces, the Mobilithek, and Gaia X-based solutions converge. This creates an ecosystem in which the Mobility Data Space EU, Gaia X, and national initiatives complement one another and benefit from each other rather than competing.
Governance, Standards and Trust Frameworks in the Mobility Data Space
A data room only works if all parties involved trust the rules. That is why DEKRA participates in various committees and working groups – including those with leading vehicle manufacturers and industry associations such as the VDA. The focus is on governance that brings together technical, organizational, and legal issues:
A key issue here is foundational data: trustworthy, safety-relevant vehicle data that all partners can rely on. This includes, for example, data that plays a crucial role in vehicle safety and traffic safety. When everyone speaks the same language, new applications can emerge much more quickly.
- Who is allowed to use which data and for what purpose?
- How do companies uniquely identify themselves in the data room (identity management)?
- How do all parties ensure that mobility data is accurate, complete, and unaltered?

DEKRA focuses on three key areas:
- Standards: Uniform formats, interfaces, and processes for mobility data. Only through standards can numerous isolated solutions be transformed into a data ecosystem.
- Interoperability: Data should be exchangeable between different platforms, vehicles, fleets, charging infrastructure, and the Mobilithek – regardless of the provider.
- Trust Frameworks: Reliable frameworks for identity management, authorization, data certification, and audits. They ensure that only authorized parties access data and comply with applicable rules.
This transforms a technical project into a trusted data space – a mobility data platform that forms the foundation for new services without compromising security and compliance.
Secure Data Exchange and Alignment with Regulatory and Policy Objectives
What does it look like in practice when companies use mobility data in a secure data room? DEKRA is working with partners from the automotive, mobility, and insurance industries on various use cases in the Mobility Data Space. The following clusters highlight the topics that are particularly relevant today:
- Vehicle Safety & Roadworthiness
Mobility data from vehicles, infrastructure, and inspection processes helps identify anomalies early on, plan maintenance, and maintain high road safety standards over the long term. This enables fleet operators and repair shops to identify where action is needed – long before a defect becomes a risk. - Sustainable Fleet Management
Data on driving profiles, fuel consumption, CO₂ emissions, routes, and downtime support sustainable fleet management. Companies can reduce emissions, optimize schedules, and better meet regulatory reporting requirements for sustainability. - Battery Health / E-Mobility Trust
Reliable information on battery health increases trust in electric vehicles – among both fleet operators and end customers. Data rooms make it easier to document battery conditions in a transparent manner and use this data as a basis for decisions regarding operation, second life, and recycling. - Used Car Transparency
Standardized, verified vehicle data creates greater transparency in the used car market. Buyers can better assess a vehicle’s condition, dealers gain trust, and insurance companies receive a reliable basis for pricing and claims assessment.
All clusters have one thing in common: without secure data exchange within a reliable infrastructure, they would remain isolated projects. It is only through data spaces such as the Mobility Data Space, the Mobilithek, and Mobility Data Hubs that an ecosystem emerges in which companies can develop new services – and customers can trust them.
DEKRA supports this development by verifying identity and access processes, evaluating data flows, and advising on the design of secure, compliant use cases. In this way, the vision of the Mobility Data Space is gradually becoming a reality
